You have two options.
-Make it indexable. Do this by making sure that either the left arrows are all red and blue and the right arrows are all yellow, or vice-versa. This is best when using streams on constant drumming or synths or something without any real melody.
-Make it pitch-relevant. This can only be used if there's some kind of melody or pitch to follow. Do it by making your arrows go left to right based on the pitch of the notes, left typically being the lowest pitch and right being the highest pitch. Pitch-relevant streams are almost always preferable to indexable streams, but they're also much harder to put together. We're not too strict on this, as long as you make some kind of effort and it doesn't feel too awkward to play.
Those are your two options for stream. Randomly throwing together arrows while avoiding jacks is not an option. Do that and you'll get rejected 100% of the time. Having a few crossovers is okay, but if you know how to pull this off without instantly crapifying your file you probably don't need to be told how to make an indexable stream anyway. If indexable stream is news to you, err on the safe side and just avoid crossovers.
Speaking of jacks, let's be perfectly clear here: don't put any jacks above 150BPM 16ths in your file unless you intend for your file to be a For Guru's Only song (aka the rest of your file is damn hard). Any file with a potential 2-framer that isn't a difficulty 12 will be instantly rejected, regardless of why the 2-framer is there. As for jacks above 112.5: It's a little more lenient, but not a lot more, and you're unlikely to get anything in with a 3-framer. We don't really care about anything less than 112.5 (4-framers) unless you abuse them like crazy.
I rejected a ridiculous number of files just for those reasons, and it'd really be nice to see people stop using Hyrogashi streams and 2 or 3 framers in their files.
On the subject of steam, let's say... 170 BPM 16th stream with jumps in it every fourth note (musically relevant). Would it be considered "index friendly" if the jumps went on to the yellow side of the stream in the name of pitch relevancy and not making a 12 measure or so stream have an up-right jump every 4th note?

Ah crap, I guess my file was rejected. I made the arrows harder to index with because there doesn't seem to be enough easier songs I can really practice spread. I was hoping others shared my view

and now i'm on the clock... which sucks, cause i still don't have my desktop. which means i don't have access to the files to play.
but, i'm going to organize all the reports from jx and shash and post up the ones that i'm NOT testing... will do that today. then from there, i'll test the files that either of them +d and will have a report hopefully Monday.
and alas... again, because i have no desktop, no way in hell i'm getting the next batch to Shash by tomorrow. Signing the lease on our new apartment today and moving into it tomorrow.
We don't really care about index players. Spins and weird crossovers are awkward on spread too, that's why they aren't allowed (except with pitch relevancy). On that note, pitch-relevant streams need not take into account index at all. You can have all the spins and crossovers in the world if you want, so long as it follows the pitch.

That's not stream, that's jumpstream, and it's utterly different. Jumpstream is only really doable if it's for a short while or if it's VERY musically justified, i.e. there are VERY hard beats on the 4th notes. Again, we really don't care about the indexers, we just care about not having awkward-to-play files.

It is very musically justified. I just wanted to make sure before I sent in a file that got insta-rejected because of something like not being index friendly.
On the note of insta rejection... are 170 BPM 32nd rolls and 170 BPM 24th rolls okay? They're pretty easily hittable on SM, but I don't know how that translates to FFR with the jack glitch and such.

You should have someone else play it before you send it if you're really worried. It's good to get an opinion first anyways. I'd even do it if you'd like.
It depends on how long the rolls are -- if they're too long it can be really hard to get 'em.

As long as they're rolls they're usually alright. Unless they're hyper fast (oops WiFO rofl).
Thanks, I know they're hittable and on sync in SM, but I didn't know if they would be affected by the jack glitch in FFR
