You have to take into consideration that what might be synced on one computer could be off for another due to file transfers. It happened between Kayla/AJ and I and I showed them that a while ago. That's likely the situation.

If you use a global offset (at least in my experience), the assist tick will be wrong (in regards to where it should be to be in sync while playing) by whatever your global offset is. For me, my global offset is -.04, so if I sync a song with assist tick it's .04 (early), and once I add -.04 it's in sync for playing. You want to use the sync for playing as your final version that you send in, because that should work for everyone else. But then, of course, you get all the difficulties with the incompatible versions of SM and all that jazz.
Moral of the story is don't judge based on offset unless the whole thing's wrong
Why are you guys so concerned about offset if the right BPM is used? If anything, you should be more concerned about the frame offsets for the FFR .swf file, because I bet a lot of FFR files *do* have the offset in stepmania but on FFR the files give early goods.

One should not get dinged on wrong offset; wrong bpm(s) resulting in offsync that's unfixable by simple gap adjustment is when you should care.

yeah, sometimes the transistion to ffr isnt that smooth

I guess? You can adjust it yourself, but typically enormous offset differences isn't very common. I might have to press F11 or F12 one to three times, but usually no more than that.
A bad offset is a problem, but it isn't a problem with *the chart*. As long as there exists an offset which makes the song synced properly, it should be up to the person who converts the song to make sure it gets done right.
