I noticed the stepchart images and how in some sections shows a decent gap between notes; does it mean that the images themselves are shown in a fixed BPM scale (green numbers I assume are the assigned BPM for that section)? I can see the gaps being where a fast BPM section is that would lengthen the gap of notes but maybe an explanation would help me understand it

Basically you're viewing the chart just as you'd see it if you were viewing the chart in the SM editor (minus the ability to see was second interval you're at). Green numbers are the assigned BPM for that section, just like how you'd have numbers to the side of the chart as you'd view it in SM.

There is no difference - "queue" and "batch" tends to be used interchangeably in this case. A queue fix is when you send in changes to your simfile after it has undergone a batch review. In other words, it is what you send after taking reviews into consideration.

Now prior to a batch of files being closed for review, some people make last minute changes to their already submitted and completed files usually for perfectionist's sake. You may be confusing this with sending in incomplete files, which we do not allow.

There will no longer be an SAP system as it is no longer relevant with our newer judging systems. The rating guidelines below determine a file’s status. Resubmissions will be not be a status used in the Public Judgment System as it will be replaced by Conditional Queue.

Under the older system, yes. Frankly, sending in a "resubmission", "fixes", "batch fix", etc. all were used by various people to have the same meaning. So I believe you may be entangled simply with semantics. There isn't anything or exploit to send in incomplete files.

Conditionally queued files are still a thing however as mentioned in the above post. It still has the same meaning as before - completed and reviewed files that are accepted under the condition that certain criticisms are specifically addressed.
