It's just that the stepmania community has set the standard of scores on judge 4 and it's looked down upon to have it lower than judge 4.

it's an arbitrary standard tho. It's Like That because that's what stepmania is set to when you get it. an alternate universe stepmania community that always played j3/l4 or j5/l5 would be no less legitimate
