Ridiculous Timing for Stepmania 3.9

Hey everyone.

I'm just here bragging that Halcyon and I have finally finished Ridiculous Timing for Stepmania 3.9.

We rewrote a new install routine to use Win32 stuff instead of the .NET framework, since many people were having issues with it.

I've also included the missing .dll that some people reported they did not have on their system.

I've made the graphical changes that everyone had been asking for, here is what it looks like now:




So glad to finally get this out.

Jeez, okay, Strat for the future just don't use L1 because as you know now it is cheating to have it. and I doubt you'd even need ridics because it's mostly for people who are close to AAAA'ing things most of the time.
