He could use the rocket launcher, but he dose not want to. Our poor friend bowser has been obsessed with angry faced bullets ever since he was a child. Therefore later on in his evil life he ran a factory full of angry faced bullets. Manufactured by his slave Koopas. His arch nemesis Mario is known to jump over these bullets. So he makes his bullets bigger. If he were to use a rocket launcher, little chubby Mario would hide behind something. But the bullets go through everything.
